This tool uploads a PUBLIC certificate or IDENTITY_KEY PEM for an existing B2B partner in Anypoint Partner Manager.
The user provides the partner name (must exactly match an existing profile), a certificate name, the certificate type, and the PEM content.
The tool resolves the partner ID, submits the certificate, and returns the new certificateId for use as partnerCertificateId when calling the Create endpoints tool for an AS2 Send endpoint.
